Have a look at this guys, what do you think? Strategy 1 1st attack can be +/- 3 of your opposite 2nd attack can be anywhere you want to pick up maxium stars Obviously we would have to be realistic about 2nd attacks, and I would say it should be bottom guys getting both attacks in asap as well
Strategy 2 My other theory aside from this is nominate our best attackers and let them go first on 2 bases they think they can get a definite 2-3 stars in their range, while those who are not so confident can use their best attacks but can be scouting for bombs and traps, teslas etc This takes a lot of coordination....but could be very strong
Here is Daddy the famous you tuber expalining his CW strategy as mentioned above strategy 1

Strategy 1 sounds similar to my old clan strategy, which was first attack your opposite or higher, second attack your opposite plus or minus 5 bases. The clan has a great number of wins, well over 90. The major prob was, within the rules, it was first come, first serve. Which is why I always had to attack in the first 5 sec of war to get the base you prepped for. Then people would gem to get the second attack in first. Or once, after describing an attack strategy, someone ( the clan leader) jumped in and did it while I was waiting for spells. Not a congenial atmosphere. Reserving the opposite base for a person is very fair and civilized, but I get that it gives less choice, and possibly less stars. My suggestion is that people take more time to look at the bases above and below, within 3, and consider more chatting and swapping for the good of the clan.

I worry about the communication as well. Maybe we can call it here on this forum. Meaning, you say who you want to attack here where the chat doesn't disappear or get lost. Would a few people be willing to organize this list?
I still like the idea of army ranking. Skill is a factor too so I can see where this can get less analytical.

Thats interesting MRsj CAuse maybe someon calls a target but you are not able to see that that one was already called.
We can make a CW live posts here where you have to check before attacking to know if it has been already called or not.. and make suggestions as 2cuts is saying
